Shakira has dominated more than one market musically and she's very well known even in the third world countries. She's a true global superstar in every right and still doing numbers commercially even in the fourth decade of her career. So her easily.

Their names are equally as big, but Gaga's music career has been bigger due to the TF/TFM, I don't think that's up for debate.

Gaga's main markets have always been anglophone countries and Europe, you should know that. Shakira is way more global.
