Gaga was a behemoth from 2009-12 in every market in the world. There isn't a single market where she didn't do extremely well with TFM. Meanwhile, while Shakira has been very successful she never reached Gaga's peak and never was THAT big in the US either. Her duets with super relevant names like Rihanna also flopped while Gaga's collabs with whoever goes #1. So the answer is clear.

Both equal imo but Shakira's is longer and potentially spans more territories. On the other hand Gaga is hugely respected and loved as a musician in many huge markets.

I think people are a bit biased because of Gaga's huge success in the U.S., but globally, Shakira is way bigger.

This! The question wasn't who had the higher peak (which I do think would be Gaga), but who had the bigger music career overall. And the answer to that is very obviously Shakira.
