"Just the Way You Are", "Grenade" and "Locked Out of Heaven" sold over 10M digital copies (17M in JTWYA's case). "Uptown Funk" is arguably the biggest hit of the 2010s. "That's What I Like" has 2.2B streams on Spotify, same range as "Shallow".

Gaga, however, leads with 19M while Bruno is behind. And none of those songs went #1 in 20 countries. So Gaga takes it, I'm afraid. But even if it's a tie, it's a tie but yet people are giving him ALL the credit.
