It wasn't supported by autoplay when it first started climbing charts. It wasn't even a single at that time. It took months until Taylor and her team decided to make it an official single from 'Lover'. It was only after it had already gained heavy attention that they invested on it.

Radio deals weren't payola and typically hurt songs on radio overall.

This is very true now, though it's also important to note that there are very different demographics for Spotify and Apple Music. We need to follow Korea's lead and start being more strict with streaming guidelines if we want to actually see what organic streams look like.
