- Nelson Mandela

Hitler would (unfortunately) undoubtedly be #1, then after him it's some combination of Einstein, Stalin, Zedong and Ghandi.

It's not a positive term; it just means he's memorable, which he obviously is. He's probably the defining figure of the 20th century.
