Taylor could've lost her core fanbase going from Country to Pop just because she was successful doesn't mean it wasn't a risk. Most Country women who went Pop flopped too before Taylor, like Faith Hill.

Gaga, obviously. Her entire debut sound was a risk, pivoting to LGBT+ activism during her prime, going through multiple stripped back eras whilst serving acclaimed excellence, then turning an expected Razzie'd movie into an Oscar.

There is literally nothing risky about expanding to a more mainstream audience doing pop music when you've already been singing country pop (with the occasional pure pop song) for years.
