Berlin will always be the best city of all time to me just because I grew up there and other great factors however Rome is just so full of (tourists) great history and architecture and food so I will have to say Rome 3 1

Also Rome is huge and does in fact have a sprawling metropolitan feel, it's 50% larger than culturally irrelevant Berlin. 1

I'd put Rome in the same category as Istanbul, they're on a league of their own when it comes to beauty and history!
