Why has no popgirl been able to create an album as good as COADF ?

It is a question that needed to be asked. Why can't the girls serve us a masterpiece like this?

Emotion (stylized as E•MO•TION) is the third studio album by Canadian singer and songwriter Carly Rae Jepsen. It was released on June 24, 2015 in Japan and worldwide on August 21, 2015 through 604, School Boy, and Interscope Records. Looking to transition from the bubblegum pop-oriented nature of her second studio album, Kiss (2012), Jepsen found inspiration in 1980s music and alternative styles. She enlisted a team of mainstream and indie collaborators, including Sia, Mattman & Robin, Dev Hynes, Ariel Rechtshaid, Rostam Batmanglij, Greg Kurstin, and Peter Svensson of the Cardigans, culminating in a largely synth-pop-centric effort.

COADF is not Madonnna best album. She has better than that. There are plenty of pop girls who delivered a better album than COADF.

COADF is great but not peak Madonna so. there are several albums with stronger highs. Beyonce has been matching Madonna in quality for a while now.

Many have.  Quality is often subjective among great albums and everyone values different things.  The better question here is: what is it about your personal preferences that is representative so well in this album?
