The investment is in the singles and building on momentum as quickly as possible. The artistic process of creating a full great album is much more labor intensive. and for the record I don't think there's anything wrong with singles driven careers and singers that are more celebrity oriented than known as artists. Historically that's been the norm. With easy access through streaming it seems there's a little more scrutiny over album quality even for the girls that aren't really selling that. we all have personal or nostalgic faves but musically speaking it's delusion in most cases.
