Maybe because of The Eras tour, like i saw a lot of people dislike her in the past might still not like the music but at least now they kinda appreciate her work ethics to put on a 3.5 hours phenomenal show... And what you read about TTPD is the initial reaction cause its such a polarized album, but enough time has passed and most of the fanbase would put it in the top half of her discography. I myself put it in top 2 album with Red. And if non-fans give it more spins to get used to the lyrics and melodies, they may also switch. 4 1

Their vinyl didn't ship until November for that album, the album re-entered that week at #15 with roughly 22,000 pure sales. There were about half as many variants as they did this time around (looks like there's 13 or so this time, was only 7 last time). So more like ~25,000ish more sales than the last one if the vinyl had shipped immediately

They're actually playing bigger venues now than they did during the time that Stressed Out was smashing. They tour arenas and headline festivals and their albums have all hit the top 3. They're just one of those quiet successes and don't really do much to draw attention to themselves outside of the little corner of the industry they've chosen to occupy. 2

Better promotion, better reception to the album itself, and finally an actual push toward vinyl that they inexplicably didn't do last time. For whatever reason they just really didn't do much to push the last album to anyone other than their fans, but this time they have had a pretty good promotional campaign online that's allowed the album to reach more than just them.

It's worth noting most of those were following albums with tour bundles, or a long gap (in Jonas case, both). And 5SOS went independent with their latest. TOP's new album is after a short gap, neither had bundles and this time their vinyl shipped on time and the album is better received.
