It's only awarded to the producers.  This is how the credit looks on the Grammy website:

 

"Von Dutch," A.G. Cook, remixer (Charli xcx & A.G. Cook Featuring Addison Rae)

 

Meaning that if the remix won,  A.G. Cook would be the only winner,  but not Charli or Addison. I've never liked that rule but it is what it is.
