I know Girls Aloud did in their previous tours (not sure this one), for instance. Arenas are huge places and sometimes, when it is a first tour specially, artists are just setting up their touring portfolio and audience. Having a few free tickets here and there to fill up the space, is a good idea! It also gives a 'sold out' sense that bodes well for the future of the artists' touring life.
