You could say it's up for interpretation if it was an isolated incident. When you take into account the fact Biden is funding and supporting the genocide and has explicitly said several Islamophobic and pro-genocide tropes before (remember he saw the pictures of beheaded babies that do not exist?), then it becomes increasingly less ambiguous.
