As far as male artists go, I'd say he was the biggest during 2010s?

Probably. But he was already the biggest artist of the 2010's sans Adele. So I'm sure he is fine :bird:

He was bigger than her minus the last two years in Taylor's life. His peak although commercially might not have been as big, in terms of media presence he really was everywhere for a while

Even if he could he wouldn't want it anyway. He clearly hates fame.

 

Taylor is hungry for attention and that's fine for her, but it's not for everyone.

Celebrity-wise WW he was bigger than Taylor, as of music numbers i don't think he would match it. His image was way too controversial 

 

But he has multiple actual global smashes anyways so whatever

Ehm... Rihanna and Katy were bigger in 2010-2016 and Taylor, Drake, Ed Sheeran were bigger than him in 2016-2019

The Justin Bieber hate train era was as big as Taylor's commercial, peak I'll give him that. The amount of woke up from a coma just to turn off justin biebers music was something else

He was bigger than her as a celebrity at some point but commercially he would never reach the same numbers as Taylor. He too dependent on playlisting and radio for his commercial success. Plus he constantly does collabs because a lot of songs on his own he cant really gather a hit.  It's been going on like this for years now. Plus he doesn't have the work ethic like Taylor to pull it off.

Justin was huge in the early 2010s but it was mostly a fame based in hate. A parasocial group of girl fans in love with him and the people mockin bieber  worldwide
He got attention but for the wrong reasons.
It was different to Katy-Gaga-Rihanna-Kesha who were seen as fun music and even with their antics had some sort of creed-respect
Then he was lucky riding the right hit songs for a time and was able to strike lightning in 2016:giraffe: 

Taylor is a respected lyricist and has a fantastic relationship with her fandom
Justin hates her fans and is not seen as a great artist. Someone with catchy songs and thats it

This. Justin as a celebrity and a polarizing media spectacle was more famous than almost all of the MPG's today. But, musically, he peaked with Purpose and the features he did. 

 

His overall album sales, even globally, are very modest for an artist of his level of fame. Even his biggest album, Purpose, didn't sell as much as 1989 globally despite having bigger global smashes on it. He's a glorified singles artist in essence. 

 

Taylor may not quite have the same level of ubiquitous global fame as Bieber but she's much bigger than him musically, has stronger touring success, more critical acclaim, more Grammy's, more longevity, etc.
