The thing that most makes me think that this isn't a straightforward six-word phrase starting with "hereby conduct" is that we're missing the subject. Who is conducting? Her? All of us? You? Me? The department? It makes more sense if there's a subject we're missing because it's coming another day (and therefore the words are out of order) or because it's part of a longer line. Assuming, of course, that "conduct" is being used in verb form and not noun form.
