So when a lot of artist released country albums it was Joanne's impact but when compared to an objectively better country album suddenly it's not country.

It was meant as a stripped back singer songwriter album inspired by Americana and folk. Is it yee haw country? No but both Joanne and Cowboy Carter start from the same reference points. CC is not strictly country either, it has everything from rock, psychedelia, folk and gospel, many similar touchpoints as Joanne but obviously the execution is infinitely better.
