Britney's emergence was controversial, society did not immediately know how to process her presence. it was risqué for her to be so comfortable end expressive with her sexuality in media prior to the age of 21. Katy is a talented and popular artist but she is not unique enough to be a generation defining artist whose emergence represents a new chapter in the all-time spiritual almanac of pop culture. Granted, it's mostly a product of the pre-poptimism era where Straights who were still worshipping old school Rock bands and Indie/Alternative acts were the biggest gatekeepers of music. But Britney put out more albums and didn't have a falloff as dramatic as Katy's(In 2013, Britney was already a veteran) so it's a given that Britney would generally have more appeal with general audiences even though Katy's singles still very much resonate with a large sector of the general public.
