The illusion of free will is enough to be considered free will. Most people aren’t aware of determinism. It’s like the allegory of the cave — people chained to a wall are imprisoned by the circumstances of their reality, and only a select few ever become aware of the world outside of their own. 
 

So free will exists because enough people believe and operate accordingly so. Those of us that think beyond the constructs of our reality may not, but we are the minority.
