I don't think it'd make sense for her to tour a bunch of cities that might not even have the right venues for it (eg. Valencia's biggest stadium used for concerts holds about 26K people) or downgrade to arenas when she can just stay in Madrid/Barcelona/maybe Bilbao and people from other provinces will just go to her.

Even Ricky Martin is doing a multi-city arena tour here. At this point, Australia will literally eat up any act that comes to perform—it's really rare to see a tour flop. Even demographic-specific artists like Le Sserafim, Jay Chou, or J Balvin have toured here successfully. Australia, like the U.S., might not be Shakira's strongest market, but she's still a household name and a mainstream act here. I'm not sure about the smaller cities, but at least in Sydney and Melbourne, she could easily do either multiple arena shows or a stadium show in each. She does need to slightly adjust her setlist tho.

There's a stadium in Valencia which hosts 50K people She did like 15 shows (arenas and stadiums) for Oral Fixation Tour so I don't really think 10 shows will be a problem for her.
