Yes they can. It takes no vocal talent to be a rapper I have yet to hear 90% of them ever mutter a single note. The only talent in as far as what a Rapper can do is write their rhymes and that’s very minimal, they’re practically poets but with a very small and limited vocabulary. The people making and putting the music together are the real talent.
