I reckon you'll find your answer there. Are they legends? 100%. Is anyone going to check for one of their pre-album singles instead of just buying the album when it's out? No. Their demographic doesn't really do that, they just sit and wait for the record to drop, buy it on physical, then go home. It isn’t her normal genre and the song isn’t playlisted. As a buzz single it is fine. Not every song has to be top 200 to be good or have value. 1
