Qualcomm and Apple (and Google now) design and order chips from TMSC to manufacture them. They have the manufacturing technology. Samsung is another who manufactures.

Intel tried back in the day but gave up as they couldn't compete with TMSC.

US sanctions are backfiring in a way.

 

They pushed China to advance their chip production processes and now they can completely independently make a top-of-the-line smartphone without importing parts (especially the processor, which is the most expensive component).

This is good for us consumers.

Now many Chinese phone manufacturers might turn to them for these processors. That will make TMSC lower the prices but also push Samsung to serve better production or they are out of game. 

 

They are already predicting that the prices of upcoming phones will go up but if this will really work out for them we might see cheaper phones soon.
