The Lover release date being 23/8 adding up to 13 and 1989 TV being announced on the last date of Eras Tour which was 8/9.

I think it's more about leaving the label/starting over (and more literally, the 'death' of her reputation after 1989) than the recordings. Scott tried to re-sign her first and THEN sell the label, effectively trapping her in it. She didn't know at the time that the company or the masters would be sold, let alone sold to Scooter.
