Portugal should have been a Spanish province centuries ago and remained that way to the present day. 

Portuguese can be treated as a regional dialect / slang

All countries "make sense" if you look at the historical context of how they came to be. But the ones that make the least sense are the ones that had borders forced upon them by outside imperialists who had no prior knowledge of the area's culture or geography.
