You need to compare global units to get an idea of how big an album is globally. And Folklore is mich bigger as Joanne as are all other Taylor albums. Just saying the number od certifications is a good indicator of someone being global. For example, country artists have certifications mostly in the USA and Canada only.

The whole "certifications" system is biased towards artists that do well in Europe and North America. Some of the fastest growing streaming markets in Latin America, Africa and Asia (excluding Japan and South Korea), completely lack of an equivalent company like Billboard or Official Charts.
