It can be both. People are tribal and there's 100's of years of research on hivemind mentality. I think social media amplifies that at a scale humans weren't actually ready for.

 

While it definitely shows some "true colors," - I also believe there are people that are more influenced by it than they'll admit and it turns people nasty, ignorant, and/or evil.

People who are moderate or weak willed get swayed by the echo chamber of social media. When you have a small number of  like minded people shouting loudly, they convince the neutral people to adopt the ideals that they otherwise would not have had. 
 

There’s a lot less people who are “passionate” about things, but the few passionate people are able to sway the minds of many.

I disagree. People are only as awful as society deems allowable. There is a very real and well-evidenced mob effect of the internet. People who aren't prone to extreme beliefs can be easily radicalized by anonymous internet sewers like Twitter, before jumping to the dark web forums.
