It’s bc the floor of the Foro Sol is huge, the capacity of the venue is bigger than MetLife Stadium (for concerts) and it only has 2 levels of seats.

I saw a picture of the level seats and was surprised it was "small" so the floor is "making up" for the levels? because it's a venue not purposed for concerts?

it was actually built with concerts in mind lol. it only became a formula1 track recently.
