Unlike the US or the UK, life isn't conducted in English outside of very specific settings. The fact that the population of Belgium has a good understanding of English does help given Taylor's talent for writing English lyrics, but that does not put it in the same tier as the US or the UK. EDIT: Plus, there are many countries where half the population speaks some English, and Taylor does also perform well in countries where English proficiency is below 50% (like China, for instance...)
