Fair. I guess they figure it's better to have things be transparent than the order with no explanation. 

 

But it's sort of the Streisand effect where they're asked if its about Ukraine and have to respond which is a lose-lose from a PR sense.

 

Something that would have worked better for a statement would've been along the lines of "we've needed this stockpile regardless of the political situation globally - we're rectifying that blind spot in our preparedness". There'll always be the conspiracists that won't believe them so whatever.
