On top you see how the educated, wealthy women from major cities lived before the Islamic revolution. They were a tiny portion of the general population. The bottom picture is how poor and rural women - the majority - had already been dressing. Things would definitely be different now hadn't the revolution happened, it really halted Iran's progress and cut it off from the rest of the world for four decades.
