It would be if it was mandatory and came with strict explicit standards that all states had to follow, but allowing "the states to decide the programs" for the funds means you'll see the continued trend of jails using "crime prevention" funds for things like "jail work programs" meant to "aide in assimilating back into society" that end up being perpetual and akin to slave labor:

It's funny cause, even on the other end, the funds become pointless in "progressive" cities in blue states because progressive DAs decide to launch progressive justice programs, only for the cops in retaliation decide to stop doing their job as a form of sabotage, which then leads to liberals deeming progressive programs bad. 

 

It's wild how conservative and liberals alike simply refuse to listen to the experts on why crime occurs and how police only further worsen the situations and realities of crime, not make them better.
