Oh gosh.  These are close.  All three have 2 mega hits and 1 solid hit.  
 

For Biggest, I am going to go with Sour because the world stopped when DL was released.  Then she went on to top that with the 2021 song of the summer.  
 

For Best, I need to go with 1989 because BS and Style are pop perfection.

Biggest? Dunno. I would say 1989 singles felt bigger, but I'm sure someone can come up with receipts to disprove

Best? TUN by far

1989 has the two best singles here (BS, Style) but also has the worst one (SIO), I never clicked with Deja Vu and G4U aged really fast for me, for best I’d say it goes TUN > 1989 > SOUR

for the biggest ones I’ll go with SOUR they all felt huge and inescapable, and with TUN break up wasn’t that big and neither was style
