Honestly it depends on the competition. Right now in hardcore streaming era i would say #11. But from 2007-2017 before streaming was really accounted for, #2. Being blocked because something went viral and in the top 10 on your peaking week isnt as bad as getting blocked on a mega song by another mega song (i.e Bad Romance, Anaconda, Bohemian Rhapsody, 1,2 step, Its all coming back to me, Since you been gone, YMCA, How do I Live, etc.”) Those peaking at #2 honestly suck because they are so big even till today.

#2 peaking hits often feel like number ones the point where nobody would question it. #11 is a long way off that level of smash, so it’s more a shame to miss out on adding to the artist’s roster of top 10s

#11 but peaks don’t matter, performance does. There’s songs that charted nowhere and went on to become smashes. Comparably there’s a lot of forgotten number ones and top 10s.
