Who knows? Either way, the all-or-nothing approach when they don't even have a 50 vote majority for their bills is clearly not working. They came around for a watered-down gun safety bill. I don't see why ECA can't be on the table, other than Joe Biden alienating every potential vote on the other side of the aisle by equating them to George Wallace and Bull Connor and the KKK. The only bad thing about this is rent/house prices are going up and making it difficult for locals to live there. Americans are bringing gentrification everywhere.
