Can someone identify this instrument?

it is first heard at 3 seconds and multiple time throughout. sounds kind like a duck. I thought it was a guiro or some kind of derivative 

 

i swear i heard it before in some Beach boy song :deadbanana4:

OMG it sounds like this percussion instrument people in my old youth orchestra occasionally used in our more avant-garde pieces

kind of like a vibraslap but with thick wooden leaves in between the parts??

hmm these kind of sound the same. is it called a ratchet?  This is one youtube vid i watched sounds similar so it might be in the same family :gaycat3:

I’m thinking either some form of a slapstick in an echoey room, or the ratchet as someone suggested above.
