This - happens  all the time when artists are genuinely grateful for the clearance. This sample has been listed as a feature and is currently doing well in the UK

It’s really not common practice to add samples as featured artists, even if it’s a vocal sample. Both Kendrick and Rihanna sampled vocals from Florence without a feature tag, for example.

ANY SONG released by a MPG has better production. Anything by Katy, Gaga, Dua, whoever... This is honestly my main issue with the song. How TERRIBLE the production is. It's serving demo; it's serving b-side; it's serving outtake. I cannot believe Beyoncé released something so low in quality.

Swish Swish is fine, yeah. But her albums are full of questionable production choices, let’s not. And she’s never touching Beyoncé when it comes to vocal production.
