I don't know what magic Xtina's team/label do to make her forgettable songs reach #1s or what tragic mistakes Britney's did to let them flop, but whew, there really isn't a competition. Britney's debut era singles were proper stan making material even if the rest of the album sucked.

Xtina's singles had much wider appeal in the US, and she was seen a much serious singer

their debut songs in comparison GIAB vs BOMT, the former is not polarizing and had wider market. 

 

Britney's songs werent released into physicals by her label, so not to affect the album sales (not sure about this, idk what the BBH100 formula back then if it was purely radio or sales of physical copies of each song was included)

yet baby’s singles produced classics and CA’s 2/3 #1s had to be remixed

It's quite simple. The songs had a CD release when they were peaking on radio, which gave them big boosts on the charts. Just take a look at the songs' position on BB before peaking:

 

What A Girl Wants: 11 - 1

I Turn To You: 17 - 3

Come On Over: 11 - 1

 

From BOMT, other than the lead, only FTBOMBH had a CD release, and you can notice on its big jump on the charts (from #52 to #14).
