Yes in fact all of the tributes are wearing the same outfits that they wore on the reaping day. There are no tribute outfits in this time period, let alone feeding the tributes nice meals, having them stay in luxurious hotels, training them to fight etc. A lot of the things that were "nice" for the tribute entering the games did not exist in this time frame Link to comment Share on other sites More sharing options...

The world changes a lot in 63 years and it wouldn't make sense to have the same technology of Katniss times. Still, we can see that The Capitol is quite modern.
