Hitler for obvious reason.

 

Napoleon because he reinstated slavery in France and in it's colonies. He also invaded my birth country (Haiti) and I would say him conquering most of Europe negatively affected the economy, policy and ideology of most of Europe which has affected the rest of the world for years to come.

 

Leopold II of Belgium he's a beast because of what he did in the Congo
