It was one of the best selling songs of 2021 behind only BTS songs and the remix+original still pull like 2M+ streams a day on Spotify. Payola will get you a cute peak and a quick tumble, but not longevity on the level that Levitating has had.

HDIL had 2-3× the points for a typical #1 at that time, kinda like Uptown Funk & Thinking Out Loud scenario but even bigger than UF & TOL. So I doubt any other #2 song could/would ever overtake Rimes. Its way too big by both inverse & real points.

Yes, it spent 10 weeks at #2, however it only spent 16 weeks in the top ten and then a further 8 weeks on the chart overall before falling out. For 2002’s standards it was certainly a hit but, in comparison to other #2 hits that sustained longer, it falls short. Also, its scenario is similar to Eminem’s “Lose Yourself”. Despite spending 12 weeks at #1, it never ranks high among the Hot 100’s biggest hits due to its poor longevity outside of its #1 tenure. Digitally and streaming-wise, it’s a monster and pop culture staple but, chart wise, it’s a miss. Twain spent 1 week at #2 behind Next's Too Close & 8 more behind Brandy/Monica The Boy Is Mine. Too Close sold thru its 2.2 million copies 1st so YST1 moved back above TC. OK, then TBIM had 2 million regular singles. YST1 had 1.5 million regular singles. Twain's label issued 500k maxi-singles to make 2 million total for YST1. But after YST1, then TBIM got 600k maxi-singles of its own, giving it 2.6 million total. So then YST1 sold out before TBIM. TC finished #1 for 98, TBIM #2 & YST1 #3. TC had more longevity than TBIM & therefore won out with slightly less sales. So she got shut out by 2 really strong songs; NOT HDIL v CITW 97 level strength, but nonetheless big solid hits. Also, 98 was the year BEFORE BB added the other genres to Radio Songs. Twain would've gotten the Country impressions added in. But TC & TBIM would've also gotten the Urban & UAC support. So I don't know if the expanded panel would've helped or hurt her more.

Cox had huge radio support there but those didn't get added until start of 99 CY, too late to help Cox. Yeah I liked her song too.
