That 8x Platinum certification only can tell us that the album units were between 8 million and 8.9 million units, no one knows the exact units of the album, it could have been 8 million, 8.5 million or even closer to 9 million at that time.

Teenage Dream will be Diamond before long and it deserves it. It’s good that the RIAA changed their certification method because triple platinum for teenage dream was ridiculous. The era felt absolutely massive at the time, definitely on par with diamond eras from the 90s. Literally everyone over five years old in the USA at the time knows like at least six songs from that album. She had a movie, she did the Super Bowl off of the success of that album, literally coast to coast wall to wall airplay for like two years straight.
