Taylor Swift with 3 albums so far this decade and only 5 weeks in the top 10  She's really done for on the Hot 100. The only place she can get any chart points from now is the Billboard 200.

Taylor was never going to be the Artist of the Decade for the 2020s. 2010s was her most dominant decade and she ended up as #2. She has lost any power she had left on the Hot 100 beyond huge debuts (which never give enough chart points) and I doubt she'll ever have albums spend as much time in the top 10/top 20 as her older albums did.

 

I doubt the Weeknd will be either. The only thing he has done so far this decade that has served insane longevity is Blinding Lights. Heartless was #1 for 1 week, in the top 10 for 2 total weeks and left the Hot 100 after 23 weeks. Save Your Tears is doing well now but I doubt it ends up being half as huge a hit as Blinding Lights was. After Hours (the album) is already out of the Billboard 200 and the only album he has charting now is the greatest hits album he recently released. 

 

Billie Eilish will continue to serve longevity with her albums but I don't know that she'll be such a huge force on the Hot 100 moving forward like Post Malone will be. She'll probably end up the biggest female artist at the end of the decade though. She just needs to remain somewhat consistent with album releases. 

 

Right now, I feel like the two front-runners for the 2020s Artist of the Decade are Post Malone and Drake. Drake already has more chart points now than he had at this point in the 2010s. He hasn't released an album yet but if he can have even just 3 albums that chart really well and he continues to score hits into the decade, it'll be between him and Post Malone. Of course, some x factor artist could always come out from nowhere and outdo everyone and end up being the Artist of the Decade at the end. It's all still left to be seen.
