When you buy any version with a digital copy, it's automatically redeemed at checkout. It can't count twice.

Billboard confirmed they have only counted the ones that the users chose to redeem. So they still have some more to count. Some users didn't even get a code to redeem.

To my knowledge when you buy anything with a digital download included it's automatically counted even if they don't redeem.

They count the method delivered first to the consumer. No one has to redeem anything.
