That and Gaga hasn't been a hot commodity for some time, so people are going to be hesitant to buy her songs at full price, just as radios were hesitant to give the song its much-needed airplay for the past five months. And also, just look at her streaming numbers too. It's not much of a reach to see that "Million Reasons" isn't actually all that relevant to the average music consumer. Many people just go there to see what's discounted and get it if they like it. I think the section got re-added some time last year or in 2015, that's why we've been seeing a lot more discounted songs these past two years in the iTunes top 100.
