It means the RIAA hasn't certified it yet so it's not official. Just letting you know. I've been dragged before for saying a lot of Gaga's albums and songs are higher than what they're certified, and people are like "The Fame" is only 4x Platinum..." well yeah, but it's also nearing Diamond in the US, it's just undercertified. It doesn't really matter tho.

Anyone who nitpicks between eligible and certified is embarrassing.  If the album/song got the sales who cares if the labelled paid for some meaningless title.
