It was not based on streams. Sprint bought 1M copies for free download, so the RIAA counted those.

I doubt BB will count the free downloads as they did not count them with Anti's release.

Why is everyone predicting such high numbers for 4:44 tracks on the Hot 100? Isn't it only on TIDAL?
