It appears that Justin Bieber is plotting his comeback, according to a report by Puck News' Matthew Belloni. It suggests that he is working on new material and plans to tour as well, speculating that he may be motivated by financial needs.

He cites the cost of the cancellation of the Justice World Tour in 2022 and 2023.

"I'm told Bieber needs the money and wants to work,(he still owes AEG a ton for nearly 100 shows, among other pop star expenses)" - Belloni noted.

Not everybody not reading the full post and asking why he's in need of money

 

It literally says cause of the cancellation of his last tour, between that, him being a father now and probably wanting to have something his child can inherit other than debt (and likely expensive lifestyle he lives) there's probably no way he can afford his lifestyle retiring now. 
 

It's sad because I feel like he's been in this cycle since like 2013. 
 

He says he's over fame/music, takes a break, gets into debt, reluctantly makes a "comeback", realizes he's hates it again, cancels the tour and keeps repeating this cycle. 
 

I almost feel like he's sold his catalog because he wanted to break this cycle, but realized even that's not enough for him to retire permanently with

Meanwhile his ex Selena is successful in both acting and beauty products and doesn't have to rely on music for money. 

 

Bieber should have done more acting and tried other venues besides music before retiring.

I feel like as a culture, we continuously sweep the video of him an Selena Gomez buying M*e*t*h from a dealer in LA under the rug. He's a former child star, that cancelled multiple HUGE work engagements and has a VERY expensive addiction (regardless of whether he's sober now or not, staying sober and getting sober is expensive as hell too. If giving birth costs a regular person nearly 100k, I don't wanna know what a medically necessary stint in rehab would cost in the USA).
