This comparison is not even quantifiable.
Selena's value is mostly built on her makeup brand which she spent the last decade building (and it's more profitable than music) while Beyoncé spent the last decade building a musical legacy and cultural impact so the fact Bey is still ahead of Selena says more about Selena than Bey. 
 

If Beyonce stepped away from music (much like Selena mostly has for the past 10 years) and focused on consumer brands she would earn even more and probably be #2 next to Taylor
