If that character is written by a japanese artist to begin with, and thereby the original presentation of the character, that's not a fanart of other people's work. That's simply what the character is. 

 

If they really do mean fanart of an already established character, of another race, by a non-japanese writer, which they then changed, then I demand an example.

Race-swapping is not even a discussion point in Japanese circles, considering they have to race-swap characters anytime they do an adaptation of anything that's not Japanese . This smells like a weeb stunt to appeal to Elon's Twitter.
