Which is the point. No one cares about race swapping until it's a black fan art. 

 

And no shade but when the day comes that Japanese characters start looking Japanese, then they can complain about race swapping their cartoons.

What I'm questioning is their use of the word fanart itself.

 

If that character is written by a japanese artist to begin with, and thereby the original presentation of the character, that's not a fanart of other people's work. That's simply what the character is. 

 

If they really do mean fanart of an already established character, of another race, by a non-japanese writer, which they then changed, then I demand an example.

Ethnicity and race in anime makes absolutely zero sense, so if he can handle the plethora of "Japanese" characters that look Swedish,  Brazilian, British, etc, then he can handle fanart that makes a character black. 
 

The only time this would be weird is if the character is based on a real person from Japanese history.  Otherwise no.
