Ironic, since japanese artists tend to whitewash characters in fanarts and then be like, "It's not that deep, it's just my art :)"

it definitely reeks racism but let's not use this to generalize Japanese artists or animators

 

 

also this part doesn't even make sense? should we tell the same thing for american or european made cartoons to actually resemble american and european people?

What I'm questioning is their use of the word fanart itself.

 

If that character is written by a japanese artist to begin with, and thereby the original presentation of the character, that's not a fanart of other people's work. That's simply what the character is. 

 

If they really do mean fanart of an already established character, of another race, by a non-japanese writer, which they then changed, then I demand an example.

Ethnicity and race in anime makes absolutely zero sense, so if he can handle the plethora of "Japanese" characters that look Swedish,  Brazilian, British, etc, then he can handle fanart that makes a character black. 
 

The only time this would be weird is if the character is based on a real person from Japanese history.  Otherwise no.
